PhotoState

Only a ready photo has a url, and only a rejected one carries a rejection.

Values

Value	Meaning
`pending`	Reserved. The bytes have not arrived, or have not been processed yet — poll until it moves.
`ready`	Processed, reviewed and published. The only state with a `url`.
`rejected`	Terminal. `rejection` says why, from a closed vocabulary.

The published set is exactly Maat’s own PartnerPhotoState. A member added to one and not the other fails our build.
