A superset of QuickActionWarning, and deliberately not spelled the same: two of these are outages worth retrying and one never is.

Values

Value	Meaning
`booking_unavailable`	The booking family could not be reached. Retryable.
`pricing_unavailable`	The pricing family could not be reached. Retryable.
`pricing_withheld`	Not an outage. Your key does not carry `pricing:write`, so the pricing rules are absent. Never retry this — ask whoever issued the key for one that carries the scope.

The published set is exactly Maat’s own DeveloperRuleWarning. A member added to one and not the other fails our build.
